The lesson in implementing the Central Council s decisions
"Despite the importance of the decisions taken by the Palestinian Central Council at all levels, local, Arab, Islamic and international, but these decisions did not reach the required level, especially as all the words of delegations participating in the meetings confirmed the seriousness of the stage and that our future is at stake, where the decisions were supposed to be at such a risk level.
"These decisions came as if they were holding the stick from the middle. The Council mandated the Executive Committee to suspend recognition of Israel, rather than withdraw this recognition, especially in view of Israel's cancellation of the Oslo agreement and its failure to comply with this agreement.
"It also kept the door open to peaceful solutions and the possibility of the return of the American role if Trump canceled the decision to recognize Jerusalem as the capital of the occupying state, and keep the US embassy in Tel Aviv, and not transfer it to Jerusalem.
"The Council did not present practical visions for the next stage, especially on the level of national unity and ending the abhorrent division, and only referring to the need to implement the agreements signed in Cairo and elsewhere. It was supposed to take practical steps to unite the ranks to meet the challenges and risks of the stage, because without national unity and agreement on the action programs and strategy of the transitional and long-term period, the confrontation with the US-Israeli coalition remains incomplete and cannot achieve its goals in the failure of the liquidation schemes of our people s cause and heading towards safety.
"As for the Council's call to hold an international peace conference in coordination and consultation with the Arab and Islamic countries and non-aligned countries as well as European countries, this is important, but it will not lead to a special result, and there are many resolutions of the Security Council and the General Assembly in favor of our people s cause. The American pressure on these countries, especially the European Union, which is a historic ally of the United States of America, in the end does not act against the American will.
"As for the Council's decision to consider the Oslo agreements as null as a result of Israeli practices and violations, the Council should have officially announced the cancellation of these agreements and their consequences, especially as the Palestinian National Authority was established as a result of these agreements.
"It is true that there are important decisions taken by the Council, especially with regard to the rejection of transitional and other solutions, such as the right of our people to exercise all internationally recognized forms of struggle in order to realize their national rights. However, these decisions need to be implemented in practice and not stay without implementation, as happened with the decisions of the Central Council about three years ago, where it decided to stop security coordination with Israel, a binding decision, but it has not been implemented so far.
"We affirm the need to end the black division and the need to implement the decisions of the Central Council and consider them as binding to the Executive Committee of the PLO. We also call for holding a session of the Palestinian National Council and the reconstruction of the Palestine Liberation Organization on new bases in partnership with all forces and factions, including Fatah and Hamas on a new and consensual basis.
"We are also with the political partnership, especially in light of the dangers and challenges facing our people's cause, which requires that the political decisions be made in a democratic manner and with the participation of all.
"In the end, the lesson is in applying the decisions taken, because application is the proof that we are on the right path."
